Dear Villas Homeowners,
With Spring upon us, and Summer around the corner, we have had several inquiries from Villas Homeowners asking the Association when they need to submit a Villas ARC (Architectural Review Committee) application form while performing landscaping or exterior house improvements to their property.
The attached Villas ARC Guidelines provide a great deal of information and details concerning this process (a copy of our ARC Application is also attached).
In addition, we would like to provide the following basic advice and guidance to hopefully help you when you are considering the basic repairs or maintenance to your home or landscaping:
a) Routine repainting or repairs to the exterior of your home does not require the submission of an ARC Application, unless you are changing the color, materials or original design of the structure or lawn/landscaping.
b) Planting or removal of plants, bushes, or trees: The planting or replacement of small plants (“annuals”) does not require the submission of an ARC Application, HOWEVER, the PLANTING or REMOVAL of trees, medium to large bushes or long-term plants (“perennials”) does require the submission of an ARC Application. This is necessary to determine the impact the plantings, or the removal will have on the HOA’s Lawn Care Services and Irrigation Contract. This review is also necessary to ensure that the minimum tree and plant requirements for our properties are maintained.
c) Please keep in mind, projects or improvements performed without a previously approved ARC Application are subject to AFTER THE FACT review and changes to the completed project or work performed.
d) Reminder: Plants, trees, turf/grass, irrigation lines, or any material/equipment are NOT permitted to be planted or stored between our homes. This restriction is necessary to ensure Lawn Care Personnel, Contractors, and Emergency Services have clear access to our properties. In rare cases (when space is adequate), exceptions to plants or grass can be considered, but only after being properly reviewed and approved by the ARC.
e) ARC Application processing time: Although the Main HOA and Villas Association require ARC Applications be submitted, reviewed, and approved up to 30 days before a project begins, normally the Villas application process can be completed within a week (depending on how complicated the project).
f) When in DOUBT: It is strongly recommended that when you are not sure if or when an ARC Application is required or necessary, you should contact our Association Manager, Shirlee Ponciano, AMP, at 208-923-1281, for advice and guidance.
