Dear Villas Homeowners,

The following details are provided for your information following the conclusion of our Villas HOA Annual Membership Meeting held at 6:00 PM on Wednesday, 6 March 2024 at the Banbury Meadows Golf Clubhouse.

1.  Elections were held for the Villas HOA Board of Directors, the current board ran for re-election.  The following homeowners were elected to serve a two (2) year term:

Cheryl Naley
Jeff Hill
Phil Almeida
John Boyd

2.  The Board announced the appointment of Phil Fricano as the new Chairman of the Villas ARC Committee.

3.  Brother Bear Lawn Care Owner and Manager, Nick Hanson, addressed the meeting and shared the following details for 2024:

  • Our lawn care service days will remain the same, each Tuesday and Wednesday beginning in late March, the exact start date will be announced as it will depend on our weather conditions at the time.
  • The following Spring Lawn Care Services will take place as follows:  Aeration of lawns, 13 March;  Spring clean-up and application of Fertilizer and Weed Pre-Emergents, week of 18 March.  These dates may need to be adjusted subject to weather conditions.
  • Homeowners were reminded and encouraged to use the Villas Website, Lawn Care Services Tab, to report service issues and to request assistance.
  • This season the HOA Board will identify properties that require Landscaping Maintenance outside the HOA’s contracted services with BBLC, i.e. flower and tree bed refreshing/replacement, repair of exposed weed barrier, removal of dead or diseased plants or trees, etc.
  • Homeowners were reminded to make sure the space between their homes is not blocked or impedes access by BBLC and local emergency services personnel.
  • Irrigation – the current plan is to activate/turn on our irrigation system during the week of 15 April.  The exact date will be subject to weather conditions at the time.  An additional notice and details will be issued in the coming weeks.

4.  The Association’s Financial Reports and 2024 Budget were reviewed followed by Q’s & A’s.  The Board expressed its concern about the higher-than-expected unprogrammed costs in 2023 for irrigation repairs and end-of-year leaf and debris cleanup.  Since this trend is expected to continue in 2024 the Board decided it was necessary to increase our HOA Dues to offset this additional cost.

5. The Board announced an increase to the Villas HOA Dues from $427 to $475 per Qtr. (or $1900 per year) beginning with the 2nd quarter of 2024.  Since this increase will be “Out-of-Cycle” (after 1 January) the effective date of the increase did require membership approval.  Following the Board’s presentation providing background details supporting the increase, the Board called for the members to vote on the proposal.  This was followed by a motion from the floor to approve the Board’s recommendation – – the homeowners unanimously voted to approve the out-of-cycle dues increase.  The dues increase will take effect as of the 2nd Qtr. of 2024.

6. Homeowners who are not registered or listed on the Neighborhood Watch (NW) contact list were encouraged to contact DSI or the Board.  Doing so will keep you informed of all important local community safety and security alerts issued by the local Eagle Police Department and shared by the Banbury Meadows NW program coordinator.

7.  Attendees were reminded that the Main HOA Annual General Membership Meeting will be held on Wednesday, 20 March at 5:30 PM, Banbury Meadows Golf Clubhouse.  An important topic of discussion at this meeting will be the current plans for the development of the commercial property on the corner of Colchester and Eagle Road.

8.  A homeowner made a recommendation from the floor suggesting the Villas HOA consider printing and issuing an emergency contact card listing all important telephone/cell numbers pertaining to the Villas Association, i.e. HOA Board, DSI, BBLC, Irrigation, ARC issues, etc.  The Board agreed to the suggestion and will have the cards produced and distributed in the near future.

9. The Board announced plans for the Main HOA to continue the use of the “Goats On The Go” grazing service to remove weeds and tall grasses from the banks of the Stream and Waterway located off Chipper Way.  This service is projected to take place in the late summer to early fall timeframe.  More details will be provided concerning the project in the coming months.

10.  The Annual Meeting was adjourned at approximately 8:10 PM.
